Tom Massart is an FNRS Doctoral Research Fellow at the Université Libre de Bruxelles
(ULB) where he is affiliated with the Cevipol. He holds a master’s degree in European
studies from the University of Louvain (UCLouvain). His doctoral dissertation focuses on the
emergence of common EU debt during the Covid-19 pandemic, based on actors’ strategic
construction of European bonds through frames.
